Summary
The Fractional Chief Operating Officer is a newly created executive role responsible for overseeing the operational, financial and strategic functions of the Children’s Hospital Academic Medical Organization (CHAMO) based in Ottawa, Ontario. CHAMO is an independent organization comprised of 7 physician partnerships, representing over $50M in annual operating budget and is responsible for managing the support and remuneration to the over 300 CHEO based medical staff.
The COO will provide executive leadership and oversight of CHAMO’s strategy, operations, finances, and stakeholder engagement, including supporting relationship management with the Ministry of Health. The COO will lead strategic and annual business planning, assist with governance and ensure compliance with the Alternate Funding Plan requirements set by the Ministry of Health. Additionally, the COO will engage with each of the member Practice Plans to assess both existing and emerging needs, ensuring the effective optimization of health funding and ongoing support for Practice Plans.

Key Responsibilities
- Work with the Board, to ensure an effective organizational structure to support and implement current and emerging needs of CHAMO.
- Represent CHAMO and support Board members in doing so, in high-level discussions with the Ministry of Health and other key stakeholders.
- Engage with the Ontario Ministry of Health stakeholders to review CHAMO funding needs and advocate for Practice Plans on a continuous basis.
- Oversee a finance and business support team of 3, ensuring they have the tools, training and guidance necessary to carry out their roles and develop their skills fostering a culture of excellence, transparency, and accountability.
- Monitor financial performance, providing reports, insights and recommendations to the Board, and ensure funding is managed efficiently and in accordance with AFP guidelines.
- Oversee risk management strategies to mitigate operational, financial and compliance risks.
- Provide leadership in strategic planning, performance measurement, and continuous improvement initiatives.
- Lead the compliance requirements of CHAMO’s obligations under the Ministry of Health’s alternate funding plan.
- Develop and oversee operational policies, procedures, and reporting frameworks to meet AFP requirements.
- Support CHAMO Board of Directors and Sub Committees in ensuring compliance to governance standards and delivering on strategic Board objectives.
Qualifications & Experience
- Proven executive leadership experience as COO or CFO in small to medium organization preferably in healthcare or a government-regulated environment- with at least 5 years leadership experience at an executive level
- experience in contract administration, Board governance experience and creating new operational infrastructure.
- Relevant combination of education and experience, MBA a strong asset.
- Demonstrated experience in Provincial government relations (MOH preferred) maintaining strong relationships, developing strategies to achieve favourable outcomes.
- Strong strategic thinking and problem-solving skills with a track record of operational success.
- Excellent leadership, communication, negotiation and decision-making abilities.
- Background in healthcare funding models, compliance requirements, and regulatory frameworks strongly preferred.
- Experience in financial oversight, contract management, and reporting for government-funded programs.
- Excellent stakeholder management skills with the ability to navigate complex relationships.
- Strong analytical, problem-solving, and strategic planning abilities.
